Cities are ranked by Euromonitor International's estimate of international arrivals in 2025, from its Top 100 City Destinations 2025 report (published December 2025), as tabulated in Wikipedia's List of cities by international visitors (revision 1345950838). Euromonitor counts a visitor as anyone from another country who stays in the city for at least 24 hours and up to 12 months, in paid or unpaid accommodation; each arrival is counted separately, so repeat visits and multi-city trips count more than once. Same-day visitors are not counted. The 2025 figures are Euromonitor estimates made before the year's official statistics were complete, and growth rates are Euromonitor's own comparisons with its revised previous-year figures. Only this one edition is used; no Mastercard or other-year figures are mixed in. Rank 1 is the city with the most international arrivals.
This list ranks cities only by the number of international arrivals. The Top 100 City Destinations Index scores cities on a range of tourism measures beyond visitor numbers; Paris ranked first on that index in 2025, while it was ninth by arrivals.
No. Euromonitor counts visitors from another country who stay at least 24 hours. Each arrival is counted separately, so a person who visits twice, or visits several cities on one trip, is counted more than once.
Bangkok, with 30.3 million international arrivals in Euromonitor's 2025 estimate, down 7% on the previous year but still well ahead of second-placed Hong Kong (23.2 million).
Different organisations count visitors differently. Mastercard's Global Destination Cities Index, for example, counts only overnight visitors and excludes land border crossings in some cities, so its figures and order differ. This list uses only Euromonitor's 2025 edition.
